
HOUSE CONCURRENT RESOLUTION NO. 28

Requesting the West Virginia Division of Highways to name the new
bridge in Philippi, West Virginia, across the Tygart River on
U.S. Route 250 "The Rick Everson Bridge."

Whereas, Richard E. Everson married the former Penny Neal and
they were the proud parents of two children, Angela Nicole and
Richard Chad; and

Whereas, Richard was affiliated in Barbour County in many ways.
He was a member of the Lions Club, AF&AM, Volunteer Fire
Department, American Legion, Chamber of Commerce, Loyal Order of
Moose, NRA, Farm Bureau, Social Order VFW Post 410 and LOOM. He
was also a past president of the Phillipi Convention Visitors
Bureau; and

Whereas, Richard served in the United States Army National
Guard for six years; and

Whereas, Richard was a member of the Church of Christ; and

Whereas, Richard was a member of the House of Delegates from
1992-1998 serving on the Committees on Government Organization, Political Subdivisions, Roads and Transportation and Veterans'
Affairs. During the 73rd Legislature, he held the legislative
position of Vice Chairman of the Committee on Roads and
Transportation; and

Whereas, Richard was instrumental in acquiring funding for the
new bridge in Phillipi, West Virginia which had been a proposed
project for many years; and

Whereas, Richard gave unselfishly of himself to his country,
his State, his county and his community and in so doing, left this
world a better place than it was when he entered it; and

Whereas, Richard E. Everson should be recognized by naming the
new bridge in Philippi for this distinguished citizen, husband and
father and former delegate; therefore, be it

Resolved by the Legislature of West Virginia:

That the West Virginia Division of Highways is hereby
requested to name the new bridge in Philippi, West Virginia, across
the Tygart River on U.S. Route 250 "The Rick Everson Bridge"; and,
be it

Further Resolved, That the West Virginia Division of Highways
provide and erect a sign at either end of the bridge displaying the
name of the bridge; and, be it

Further resolved, That the Clerk of the House of Delegates is
hereby directed to forward a copy of this resolution to the
Commissioner of the Division of Highways, and to Richard Everson's
wife, Penny and his children, Angela Nicole and Richard Chad.
